A child sex offender is getting 20 years in jail. The Cumberland Country Prosecutor’s Office announced that Anthony Rullan, of Vineland will have the register under Megan’s Law and must serve 85 percent of the sentence before becoming eligible for parole. The charges stem from incidents in Atlantic and Cumberland counties from 1994 to 2002 with two separate victims. Both victims were under the age of 13 at the time of the abuses.
