A 31 year old Vineland man has been arrested and charged with masturbating next to a woman while sitting on a New Jersey Transit bus. Police have charged 31 year old Michael S. Rios with lewdness and stalking following the incident last month. A woman sitting next to Rios on the bus alleges that he followed her into her place of employment. Bail was set at $2500 cash.
