Two Vineland cops will face no charges following the death of resident Phillip White, who died after being taken into custody last year. The Cumberland County Prosecutor’s Office announced that a grand jury has decided not to charge either police officer with any crime. A medical examiner ruled that White died of having a high level of PCP in his bloodstream.
