A controversial law that some say targets young drivers only has one reported incident of such activity. The Asbury Park Press reports that a new state report on Kyleigh’s Law says there was only one incident of a teenage driver being targeted. There is still an effort by some to get the law repealed. Any driver under 21 years old with a Graduated Driver’s License, is supposed to have a red decal placed on his or her license plate that would identify the driver to police.
