A man was caught in his vehicle using drugs. Lower Township Police say they arrested Theodore “Teddy” Marchina of Lower Township. The arrest was made just after midnight on Sunday morning. As a result of the on scene investigation, four bags of Cocaine were seized, along with other prescription drugs. The 36-year-old was placed in the Cape May County Correctional Center on $20,000 bail.
