A massive $8.7 billion tunnel project that would connect New York and New Jersey has been put on hold. The work looks like it will go $1 billion over budget. The project is being halted for a month while the state looks at its options. The state does not have additional money to put towards the work. New Jersey was responsible for $2.7 billion of the overall cost. Options are being looked at before work begins again.
