The state’s largest teachers union said a previous application in the “Race to the Top” had the right answer to a key question in the state’s application. New Jersey missed out on $400 million in part because Gov. Chris Christie submitted an application that presented budget figures that the Department of Education was not looking for. The New Jersey Education Association said that previous draft that the union had agreed to with Education Commissioner Bret Schundler answered the question properly. Christie called the application unacceptable and rewrote it because it included tenure and seniority.
