A public works inspector for the North Jersey community of Ridgewood admitted that he stole nearly $460,000 from the town he worked for, Ridgewood…25 cents at a time. Thomas Rica pleaded guilty to stealing the loot from parking meters around the community over a several year period. As part of his guilty plea, Rica will have to pay nearly half of the money back in restitution and receive five years probation.
