A newly established law that requires permit and probationary license holders to have a decal placed on their license plate has gotten very little compliance. The AP reports less than one in four of the required drivers have purchased the $4 decal at the Motor Vehicle Commission. The decals were established to make it easier for police to ensure that driving laws are being followed by these drivers, including being off the roads by 11 p.m. A $100 fine will be assessed for people who do not follow the law.
