New Jersey Governor Phil Murphy will rescind a prior executive order that required a $1.2 billion in surplus. Murphy says that number is not attainable due to Covid-19. He also will veto various bills approved in Trenton that require funding for special projects. Murphy says the state just no longer has the money. Murphy says bankruptcy is not an option.
