Vineland Police say they arrested a man who had a gun in his possession during a traffic stop. Richard L. Mincey, of the 200 block of N. 7th St. Vineland, was arrested for possession of a stolen handgun and possession of CDS (heroin). The handgun, a Glock model 22C, had been reported stolen in 2008 by the Prince George Police Department in Virginia. Mincey was also found to be in possession of 221 bags of heroin, with a street value of approximately $2000.00, and two oxycodone pills without a prescription. He was placed in the Cumberland County Jail and had a number of outstanding warrants from other communities.
