The New Jersey Department of Environmental Protection will not penalize a Millville farmer who poisoned birds, causing some of them to fall from the skies on Tuesday. Richard Ingraldi did not violate any laws and was properly licensed to apply certain commercial pesticides. The Cumberland County farmer used chemicals to combat large flocks of birds that caused over $15,000 in crop damage. The DEP said that farmers are not required to notify the public before they use such pesticides.
