Stone Harbor Police announced that charges have been brought against a man who was spotted by police shooting a bow and arrow at a water bottle on the beach. The incident took place on Sunday, October 13th at an access ramp leading to the beach. The man gave police a false identity and was later spotted. His real name is Robert Manuel; he is charged with hindering apprehension and for violating an ordinance regarding shooting a bow and arrow in the Borough.
