A measure drafted by Congressman Frank LoBiondo that would regulate incidental discharges from commercial fishing vessels was approved by a key House committee on Tuesday. LoBiondo says that starting in December commercial fishermen and charter boat operators would have to apply for permits from the federal government to discharge from their vessels things like bilge water, deck wash, and the like. This new bill would place a permanent moratorium on fines associated with these types of minor discharges.
