It is unclear whether a judge has the power to rule whether a pay freeze instituted by the state is legal. Judge Mary Jacobsen heard arguments on Tuesday but said she must decide whether she or the state’s Public Employment Relations Commission is the group that must make the decision on the pay freeze. Salaries haven’t moved since contracts with unions ended on June 30. Many of the unions are not in a hurry to renegotiate but said the pay freezes aren’t legal. The Christie administration said it acted completely within the law.
