Legislation sponsored by Assemblyman Sam Fiocchi that allows 16-year-olds with agricultural driver’s licenses to operate farm vehicles without adult supervision was signed into law by Gov. Christie today. The graduated driver license program, established in 2001, significantly changed the driving privileges of permit holders and new licensees. The changes undermine the purpose and value of an agricultural driver’s license by requiring 16-year-old permit holders to be supervised by a licensed driver over the age of 21.
