Penalties are increasing against those caught texting and driving. Acting Gov. Kim Guadagno signed a bill into law that would allow for charges to be filed if death or a serious accident is caused by a driver who was distracted at the time of impact. The legislation is called “Kulesh, Kubert and Bolis Law” after accident victims.
