A 25 year old Cumberland County man who is a convicted sex offender was able to escape custody on Tuesday..and it lasted only a few hours. Caesar Lockley escaped from custody and was captured again Tuesday afternoon. Lockley is going to be sentenced on charges that he failed to notify authorities about his change of address. He is a convicted second tier sex offender in New Jersey.
