Gov. Chris Christie has only promised two things about the budget address on Tuesday, it will be balanced and there will be no new tax increases. Christie has stayed rather hush on the rest of the message. The themes of his speeches recently has aimed at reforms in the pension and benefit system, though increased cuts to state aid are possible. The budget address is expected to begin around 2 p.m.
