A new two percent cap on binding arbitration should be signed into law today. Gov. Chris Christie is expected to the sign the legislation that is supposed to be a large help the municipalities. The measure will provide for a 2 percent annual cap on salary increase for fire and police officials when the deal goes through arbitration. Individual years can go above two percent, but the life of the contract must remain at two percent.
