This is one race that former Olympic star Carl Lewis can’t leave the starting block. Lewis was informed on Tuesday that he cannot seek a state senate seat in South Jersey because he has not lived here long enough. Lt. Gov. Kim Guadagno ruled on Tuesday that Lewis fails to meet the state’s four year residency requirement. Lewis is a democrat, Guadagno is a republican. Guadagno says Lewis didn’t own a home in the state, didn’t live here, didn’t file taxes here, and was not registered to vote.
