Cape May City Council discussed the possibility of enacting an anti-tethering law, in response to the death of a puppy who was chained to a tree in the city. On Sept. 12th a German Shepherd puppy who became entangled in it’s chain was mauled to death by a pit bull. Concerned animal lovers, including Cape May Councilwoman Deanna Fiocca, urged City Solicitor Tony Monzo to look into the laws in other cities and states prohibiting the chaining of dogs. Monzo said that in New Jersey, dogs can be chained if provided with food, water and shelter.
