A bill made it through an Assembly Committee to increase penalties on those using hand-held cell phones. The Assembly Law and Public Safety Committee passed a measure that would illegal use of a hand-held wireless device as one that could result in reckless driving. Under current law, a person is guilty of death by auto or assault by auto when it is proven that he or she drove a motor vehicle recklessly. The bill still needs to pass through the full Assembly.
