The Avalon Borough Council met Wednesday evening and moved towards new construction regulations that will be among the tightest in the region. The new regulations shorten the days and hours in which construction can occur, and creates strict rules on where construction materials and trailers may be placed in the public street. Council may adopt the ordinance in late January.
