A 53 year old woman from Brigantine has been charged with vehicular homicide following a motor vehicle accident that occurred two years ago. The Atlantic County Prosecutor’s Office announced charges have been filed against Carmen Ruiz, who allegedly struck and killed 25 year old Dustin Miller of Galloway on a highway in Atlantic City.
