Ranking dead last of all 21 counties in the state in the new 2010 Kids Count Report? Atlantic County. The Association for Children of New Jersey released its new Kids Count survey this week, and it puts Atlantic County at the bottom of the list for families who are able to provide and care for their children. Cape May County maintained its position of 15th on the list out of 21 counties in the state. Morris County, located in North Jersey, ranked first.
