A 21 year old North Jersey man has been arrested and charged with masturbating at a city park. Bayonne Police say Ryan Bickram of Bayonne masturbating in a crowded playground and park that included children as young as one year old. The incident occurred on Friday afternoon. A parent notified police and an arrest was made. Bickram has been charged with sexual assault, child abuse, and other offenses.
