A big mistake is being paid back by the state. The state is preparing to distribute $173,778.90 to approximately 100 New Jersey police departments that purchased defective bulletproof vests from Second Chance Body Armor, Inc., a manufacturer that filed for bankruptcy in 2004 after the discovery that the vests’ protective armor failed and deteriorated over time, exposing police officers to potentially fatal injury.
