Governor Phil Murphy has conditionally vetoed a bill that would allow towns and counties to borrow money to offset the effects of coronavirus. Murphy vetoed the bill saying that the other government agencies should borrow under current state mechanisms. Murphy himself advocated and approved a plan to have the state borrow $10 billion.
