The New Jersey Supreme Court ruled this week that towns who hire from a civil service list must provide a good reason why a more qualified candidate was passed over for a candidate with less qualifications. The court ruling stemmed from the Ocean City case involving Nicholas Foglio, who maintains that he was passed over for a position in the fire department four years ago. Foglio complained because he was a volunteer fireman for eight years and was passed over for a man who worked as a bartender.
