Gov. Kim Guadagno ruled on Tuesday that Lewis fails to meet the state’s four year residency requirement.  Lewis is a democrat, Guadagno is a republican.  Guadagno says Lewis didn’t own a home in the state, didn’t live here, didn’t file taxes here, and was not registered to vote.
